In this volume, Mellor measures by household class the employment impact of alternative agricultural growth rates and land tenure systems, and impact on cereal consumption and food security. The book provides detailed analysis of each element of agricultural modernization, emphasizing the central role of government in accelerated growth in private sector dominated agriculture. The book differs from the bulk of current conventional wisdom in its placement of the non-poor small commercial farmer at the center of growth, and explains how growth translates into poverty reduction. About the Author
John W. Mellor is Professor Emeritus, Cornell University, USA, and President of John Mellor Associates, Inc., a policy consulting firm. He was previously Professor of Agricultural Economics, Economics and Asian Studies; Associate Director and Acting Director of the Center for International Studies, Cornell University; Director General of the International Food Policy Research Institute; and Chief Economist of the United States Agency for International Development. He was the recipient of the Wihuri Prize (Finland) and the Presidential Award (The Reagan White House, USA) for efforts to alleviate hunger, and he is an elected Fellow of the American Academy of Arts and Sciences, the American Association for the Advancement of Science, and the American Agricultural Economics Association.

This is a very complete and succinct overview of the potential role that the agricultural sector can play in reducing poverty. The author has an uncanny ability to cover in a paragraph what other economists would take an entire chapter or even a book to cover. Too many countries neglect the potential of the rural and agricultural sector in enhancing the overall welfare of their societies. One result is the massive rural to urban migrations that result in the Karachi, Dhaka, and Manila's of the World - unmanageable urban masses. The author is a firm believer in the importance of public sector extension agents - something that unfortunately has become anathema to the World Bank and USAID who believe that everyone should pay for whatever services they receive. They have successfully led a drive over the past 20 years to starve, eliminate, or privatize public extension services around the World. These extension agents may be underpaid and under supported but they usually live in the villages they work in, want to do good, and should be seen as an asset to take advantage of rather than eliminate.
